The speech, intended to be a celebration of the first 40 days of his takeover of power, and an outline of the plans for the next year, was what Mills Rodrigo calls a “laundry list of programs which on first listen might seem like wasteful spending, but are critical of saving a lot of lives both here and abroad.” He also discusses the failure of Democrats to be an organized opposition party, other than holding up signs.
