On March 14, President Donald Trump invoked the 1798 Alien Enemies Act to deport hundreds of Venezuelans, claiming the immigrants were “an invasion” affiliated with the Venezuelan gang Tren de Aragua. By the next day, hundreds of migrants were on a plane to El Salvador. Despite a federal court order halting the deportation, the captives are presumably now held in the notorious Salvadoran CECOT prison. Why did El Salvador president Nayib Bukele agree to imprison Venezuelan immigrants deported from the U.S.? The answer to that and other questions lies in the long and sordid history between the governments of the United States and El Salvador.
